When you have enough unexecused absence that brings your adjusted merit to 0 or below... You will be in the pool for membership termination.

Malkav is in Iraq and currently cannot do anything about that until the US government decides it is time to stop being dumbasses. I believe he did tell Kira about this at some point so he should not be punished.
