Well for DoT Hagun will do less than both of those GKs, even at 300% WS will do less damage solely based on the lower dmg rating. Hagun shines on WS because of the TP bonus changing the modifier.

100TP Bonus, say if you have 100% TP the WS will do dmg like you had 200% TP or if you had 200% it will do dmg like you had 300%.
I'm not sure if the TP modifier is linear between 101% to 199% and 201% and 299% but in any case 100TP bonus will increase your TP modifer for the WS say from x2.0 to x2.5 if you had 200%.
Assume you're fighting a HNM and only being subbed in for SA/TA WS. You can med every 3 mins (or less with merits) for 160% TP (again assuming you have af1 helm and af2 gloves). What a Hagun will do is give you a 260% TP WS with a weapon of dmg 75. Essentially the comparison to make would be 160% TP with Ushikirimaru with dmg 82 vs 260% TP with Hagun with dmg of 75 but I don't think you can do that with the formula without knowing if the TP modifier is linear. Try with 100% Ushikirimaru and 200% Hagun and 200% Ushikirimaru and 300% Hagun. I know if you ever managed to get 300% with an Ushikirimaru it should give you better results than a Hagun (that's why I use it for initial SATA on gods etc) but when do you ever manage to reach 300% in a practical situation?

Depends on play style (and sub job):
If you rely on WS for most of your dmg then the way I see it is that you're never really gonna have 300% TP (in exp PT at least) so Hagun should always come out on top (unless you happen to get a double attack during WS with /war sub but that's pretty rare from my experience).
If you rely on DoT from meleeing for most of your dmg then Ushi will be better for you. Relying on DoT is mostly with /war sub though since you get berserk, warcry, extra str and double atk which compliment the higher dmg of the weapon and WS dmg is so random with /war sub too.

Dunno what you mean by "SC gogo zomg pts" lol but..
Sam/thf -> Hagun ftw (Ushi only if you know you can get first 300% but 2x 160% tp WS > 1 300% tp WS)
Remember sam/thf will be used for high WS dmg (and high SC dmg if you're closing and it doesn't get resisted) so not necessarily WS spam.
Sam/war > Hagun if you want high WS dmg or Ushi if you want higher melee dmg.
If you want to spam WS then /war sub will be better for high TP gain and if you are spamming WS then you'll want Hagun for higher WS dmg since the idea is for the mob not to last long enough to spend time meleeing it.

Well yea, for those PTs where your main job is opening up the SC then your WS dmg doesn't matter that much and Ushi will work nicely for the extra DoT dmg.
I'll put it this way, if you have an Ushi and can't afford a Hagun it's not that much of a big deal since Ushi is still a nice weapon. Even though I don't play my sam for exp anymore I still <3 my Hagun for whatever I'm doing.
