Explain this: Elvann SAM vs Taru SAM

Alright, so I was equipped with enough STR and ATK to match an elvann's STR and ATK (both using Hagun btw). Yet my ws dmg was crap compared to his (both SJ THF) when using the same WS... What gives? :O

Elvaan gets some attack bonus because its just the way it is.
