viewing japanese characters

a while ago when I first visited the site i tried to download the japanese character pack, but I lacked a disk. I then clicked "Never promt me to download language packs again", like a dumbass. How can I obtain the ability to view these characters?

Control Panel - Regional & Language Options - Languages - Box that says "Install files for East Asian Languages"

You will need windows XP or w/e CD of the OS you're using
