im not an expert on photoshop but supposedly you cannot do the final upgrade for relic weapons yet, no one knows how yet. Ive seen this before on some other forums and most believe its a fake.

Michiwo is one of the crazy samurais. One of the first to get af2 and full set now If I am not mistaken. Hes JP, check his gear next time u see him.
